Guiding Principles

The Thornberry Creek community places a high priority on the safety of our residents and maintaining the beauty of our neighborhood.

Regarding conformance with our guidelines, TCCA works to build cooperative relationships with our residents, attempting to address issues and seeking resolutions that represent all residents and result in win/win outcomes. Where Village of Hobart ordinances, laws, and DNR requirements are concerned, enforcement is from those agencies.

General Standards

As historical background, many inquiries surface from residents concerning the enforcement of the original Thornberry Creek Estates (TCE) covenants. These covenants were created as part of TCE development, and conformance was a condition of purchase for parcels sold by the developer through 2008. In 2009, the Thornberry Creek Homeowners Association (TCHOA) was formed, given TCE parcel sales were significantly completed and further developments were ongoing. The developer assigned rights of the covenants to TCHOA in 2009. TCHOA adopted the covenants to be used as guidance to ensure consistency across our neighborhood as well as to help protect property values.

In 2023, TCHOA was dissolved, and the Thornberry Creek Community Association (TCCA) was established. Much has changed since the covenants were drafted in 1995, which has been taken into consideration for current guidance.

TCCA consists of all Thornberry Creek Estate additions, Barnard Woods, Silverthorn Estates, and all independent parcels within the four entrances. They are the basis of TCCA efforts to maintain community standards.

Our TCCA Welcome Package for new homeowners provides information addressing issues such as storage of trailers, garbage bins, and other unsightly items. We address general property maintenance such as brick sidewalks, mailboxes, approved fencing, and leashing dogs when out for a walk. Village of Hobart (VOH) ordinances serve as our guide in establishing our directives where applicable.

Safety in the Neighborhood

Safety for our residents and our children is a priority for the Thornberry Creek Community Association and all our residents.

The speed limit in our community is 25 mph. Our streets are public and fall under the jurisdiction of the Village of Hobart. Both residents and non-residents of our community may use our streets and do so. Many abide by street signs, and some may not.

Based on guidance from the Hobart/Lawrence Police Department, speed bumps are not a viable option given winter snow plowing, cyclist safety hazards, and the fact that they are not designed for 25 mph streets.

As of 2026, golf carts have a specific Village of Hobart ordinance allowing operation on public streets if permitted by the Village of Hobart. See the Village website for more information. Operation of a golf cart is limited to licensed drivers conforming to the ordinance as well as Wisconsin state laws. Laws against drinking and driving apply to golf carts as well.

What we all can do to make our community safe

• Drive at or under the 25 mph speed limit.
• Avoid "rolling through" STOP signs.
• eBikes, Segways, and motorized boards are allowed on public streets, but should follow all applicable laws and ride with traffic.
• Residents should report the license plate number of a speeding vehicle to the non-emergency number, 920-391-7470. For emergencies, dial 911.
• Walkers should walk double file against traffic and wear bright or reflective clothing, especially in the dark, to help avoid harm.
• Bikes should be ridden with traffic, observing traffic signs, and signaling turns.
• Golf carts should be driven by a responsible adult with a valid driver's license. No underage drivers, please.

Our Hobart/Lawrence Police Department will

• Patrol the neighborhood periodically throughout the day and night, ticketing drivers when appropriate.
• Periodically install electronic speed monitors throughout Thornberry Creek Estates, as a reminder to slow down.

Promoting safety is everyone's job. We hope these measures will help encourage everyone to drive, walk, and ride safely.

Beautification

Our Beautification Committee is responsible for maintaining the four entrances at Hillcrest, Pine Tree, Crooked Stick, and Trout Creek, dog stations, and general items that will enhance overall aesthetics throughout the community. This effort is a major priority and expense for the association. Key activities include:

• Mowing and trimming trees and shrubs, which we contract to professionals.
• Managing the health of the mature entrance trees. Trees at Hillcrest and Pine Tree have shown signs of illness and need replacing. We have removed two pine trees thus far and are allocating funds to continue removal and replacement.
• Volunteers make our entrances attractive by planting seasonal flowers and decorations, as well as regular watering.

Volunteer needs through the year: summer cleanup, planting, and watering new annuals and perennials (7 to 8 people); regular summer watering (8 to 12 people); autumn cleanup and seasonal decorations for Fall and Halloween (6 people); and winter holiday decoration set up and take down (8 to 10 people).

The Village of Hobart does not provide leaf collection. Leaf collection is every homeowner's responsibility. Homeowners can collect garden refuse and take it to the Village dump on Overland Road, or landscapers can handle these tasks for a fee. Please be mindful of your neighbors and avoid leaves placed on the street or any vacant property.

Communications

The communications of the TCCA Board is focused on supporting community activities, philanthropic efforts, and keeping members informed of important or newsworthy topics of interest. We use several methods to communicate with our members and residents:

• Letters and postcards mailed through the US Postal Service to members and residents, such as the Annual Report and membership drive, reminders, and invitations.
• Flyers delivered to homes, such as the 25th Anniversary Celebration.
• This website, which provides information on the association's operating principles as well as pertinent Village of Hobart ordinances.
• The TCCA Facebook group, a place to find updates on upcoming events as well as notices alerting the community.

Members may use the Facebook group to ask for service recommendations, however solicitation or promotion of businesses is prohibited. Members of the group must live in the Thornberry Creek neighborhood and must have active membership status. Questions and comments from our members are welcome.

Social

The Social chairpersons are responsible for creating activities for our members and the Thornberry Creek residents at large. Our goal is to promote events that help create a welcoming environment where neighbors meet neighbors and develop friendships. We recognize the demographic change in our community. Over the years, many young families have become residents, prompting a need to approach social activities by adding more family events.

We are focused on the following events: the Tailgate Party, benefiting the Hobart Police and Fire Departments; the Golf Outing; Flamingo Parties; child-friendly events such as Santa's Holiday Visit, Bike Safety Day with ice cream, and the Earth Day Clean-Up project; the Holiday Party for members; the bi-annual Rummage Sale; and special events, occasionally.
